About us

The Norwegian Retailers' Environment Fund funds knowledge and practical solutions to plastic-related challenges. We are a key contributor to the transition towards a circular plastics economy through active knowledge sharing.

How?

A plastic bag is purchased from one of the our members

A fee of NOK 4 goes directly to the fund

Funding is granted to achieve our three main purposes

The Fund is financed by our members, who pay a fee of NOK 4 for each plastic carrier bag they purchase or sell in Norway. This applies to shops, chains and wholesalers that sell plastic carrier bags – everyone can become a member.

The fee is earmarked to fund environmental measures that support one or more of our three main purposes:

Reduce the use of plastic bags

We work to reduce plastic bag usage across Norway. This is vital not only to meet EU requirements but to protect our natural environment and reduce our overall carbon footprint.

Clean up and prevent littering

We fund clean-ups of plastics and measures that prevent further littering. This includes beach cleaning, the clean-up of rivers and lakes, and solutions that stop plastic before it ends up in the environment. We also support research and innovative solutions that can prevent plastic litter in the long term.

Reduced plastic use and a circular plastics economy

Reducing plastic waste requires a dual approach: cutting unnecessary use and ensuring used plastics is recycled. We fund initiatives that drive reuse and recycling, develop circular solutions that extend plastic's lifespan, and help businesses transition to recycled materials in both products and packaging.

How we were established
  • The Norwegian Retailers' Environment Fund was established in November 2017, and was established as an alternative to a government tax due to the The EU Plastic Carrier Bag Directive.

    The Directive requires countries either to have a reduction target or to charge for all plastic carrier bags provided at the checkout. Norway chose the latter. The retail sector and the Ministry of Climate and Environment reached a common understanding whereby the retail sector itself assumes responsibility for ensuring that plastic carrier bags are charged for at the point of sale. The business sector, including Virke Handel, NHO Service og Handel and Dagligvarehandelens Miljøforum, established The Norwegian Retailers' Environment Fund to ensure that the funds collected are earmarked for reducing the environmental challenges due to plastics.

How are we organised?
  • The Norwegian Retailers' Environment Fund is organised as a voluntary membership association with 3 statutory purposes.The annual meeting is the association’s highest governing body.
